Michael J. Hooper, M.S., CISSP
Founder & Chief Executive Officer
Michael Hooper is the Founder and Chief Executive Officer of Tercion Strategic Consulting, where he advises government and commercial organizations on cybersecurity strategy, strategic intelligence, enterprise resilience, risk management, and enterprise transformation. He founded Tercion to build a modern strategic advisory firm that helps organizations anticipate risk, strengthen resilience, and make confident decisions in an increasingly complex operating environment.
A retired U.S. Army officer with more than two decades of leadership experience, Michael has served in executive, operational, intelligence, and cybersecurity leadership roles spanning military service, federal government, and Fortune 50 enterprise environments. His career includes cybersecurity strategy, strategic intelligence, national cyber operations, enterprise resilience, and executive advisory services supporting organizations responsible for critical national missions and commercial business operations.
Before founding Tercion, Michael led intelligence-driven cybersecurity initiatives for a global Fortune 50 enterprise of nearly 100,000 users, delivering executive-level strategic intelligence, strengthening enterprise resilience, and enabling informed risk decisions at the board and executive level. Earlier leadership roles included cybersecurity engineering leadership with a federally funded research and development corporation, enterprise cyber risk leadership for a state government, and principal cybersecurity leadership for a U.S. Army division. He also commanded national cyber operations within U.S. Army Cyber Command in support of strategic national objectives.
Michael's military career included senior leadership assignments in Afghanistan and Iraq, where he directed multinational operations at the intersection of intelligence, technology, and mission execution. That experience continues to shape Tercion's approach to helping executives manage cyber risk as a business and enterprise challenge rather than a purely technical one.
He holds a Master of Science in Security Informatics from Johns Hopkins University and is a long-standing Certified Information Systems Security Professional (CISSP). His leadership philosophy centers on disciplined execution, continuous improvement, and delivering trusted strategic guidance that enables organizations to operate securely, confidently, and resiliently in an evolving global environment.
