Rebecca M. Copperberg

Rebecca Copperberg serves as Chief Operating Officer and Chief Privacy Officer of Tercion Strategic Consulting, where she leads operational excellence, corporate governance, compliance, and privacy. She is responsible for building the internal systems, policies, and organizational processes that enable Tercion to deliver consistent, high-quality services while maintaining strong standards of accountability, integrity, and regulatory compliance.

Rebecca brings more than two decades of leadership experience spanning government administration, regulatory compliance, operational management, auditing, and organizational development. Throughout her career she has led multidisciplinary teams, designed and led enterprise compliance programs, improved operational performance, and strengthened governance through thoughtful policy development and continuous process improvement.

Prior to joining Tercion, Rebecca served in senior leadership roles with the State Department of Assessments and Taxation, including Program Analysis and Audit Manager, Compliance Director, and Compliance Officer. In these positions she directed enterprise compliance initiatives, managed internal audit programs, advised executive leadership on regulatory requirements, conducted organizational risk assessments, coordinated external audits, and served as the agency's Chief Privacy Officer while supporting fraud prevention and investigative oversight.

Earlier in her career, Rebecca held leadership positions within the private sector, managing nationwide operational teams, developing employee training programs, improving organizational performance, and leading process modernization initiatives within a national appraisal management organization. Her experience combining operational leadership with regulatory oversight provides a strong foundation for building scalable and resilient business operations.

Rebecca holds a Bachelor of Arts in Political Science from the University of Pittsburgh, including international studies at Peking University. She is recognized for her collaborative leadership style, organizational discipline, and commitment to creating efficient, compliant, and resilient organizations that allow professionals to focus on delivering exceptional results for clients.
